The Army Scenario is a "peace enforcement" scenario: a situation of conflict between two bordering states (Brown and Yellow) has existed for a long time. This situation comes from the presence in the two states of different ethnic enclaves that both denounce violations of human rights by the other.
Brown is governed by a dictatorial military regime: It has several times declared the intention to expand towards the East (i.e. inside Yellow borders) in order to protect the population of its own ethnic group living in Yellow (the Brown enclaves).
Yellow has been going through a heavy economic, political and social crisis for a long time; its Armed and Police Forces are less efficient and qualitatively and quantitatively inferior to Brown ones. Yellow hardly controls the unrest of the Brown population.
On day D-60 the United Nations Security Council decides to move its unarmed observers along the borders and into seven enclaves, in order to verify the respect of human rights in these territories. On day D-27 Yellow informs UN of Brown assault. On day D-25 the Security Council decides to deploy a multinational Division (Green) to a neutral zone in the State at East of Yellow (neutral zone).
The scenario area is around Pordenone (North-East of Italy) and is about 100 km wide and 80 Km long; Brown occupies the western zone while Yellow occupies the eastern area; the Tagliamento river forms the border between Brown and Yellow states; there are four brown enclaves in Yellow territory and three Yellow enclaves in Brown territory. The region of interest is undulating ground with many hills, an extensive road network and a number of rivers. It is peopled by civilians of the two groups.
The main activities that take place during the six scenes of the scenario are:
Scene 1 : Initial situation
While Brown forces continue the attack against Yellow forces, the Green forces Headquarters informs its troops of a possible action.
Scene 2: Green forces alerted
Yellow forces are losing ground, especially in the Southern sector, because they are pressed by Brown forces. UN observers complete their withdrawal and Green forces are finishing the information collection phase. At D-1 they issue the operation order to brigades.
Scene 3 : Pre-combat phase
Brown forces continue their offensive in the southern sector; Yellow forces are not directly involved in the conflict any more, having been relieved by Green. Riots and human rights violations in the enclaves of both states are reported.
Scene 4 : Manoeuvre phase
Green forces put into effect their counter-offensive; Brown forces suffer heavy losses and they have to withdraw.
Scene 5 : Combat phase
Brown forces lose ground in the Northern and Central sectors, while they counter-attack in the Southern sector using supply forces. Green forces must face this action. UN observers report insurrections in all the enclaves.
Scene 6 : Final phase
After the unsuccessful counterattack, Brown forces withdraw to defend their own territory. Green forces reach their predetermined objectives (including the enclaves of both states).
